The below examines some tables extracted from the above identified report. Tables begin on Page ES-16 of the report.

RWA (Ready, Willing and Able) Availability Considerations: Ready, Willing and Able Availability Estimate (RWASM Estimate)—the number of DBEs ready and willing to
perform a particular scope of work and with the ability
to expand (or contract) to do the type of work required.

Notice that WBE exceed MBE in all procurement categories. Since MBE includes black women it follows that WBE are mostly White Women given the low overall percentage of MBE.
Moreover, let us consider the money received by the companies by looking at contract awards. We can see that the WBEs far exceed MBEs. Again, WBEs are by observation of the data more White Women than Minorties.
Now the problem with the money received gap is that it perpetuates and increase the wealth gap between minorities and majorities. That is what must be fixed. Now to fix that minorities must increase the RWA availability and majorities must have the attitude of tapping into the RWA available MBEs at least as much as WBEs but hopefully more than WBEs less Male MBEs be continually under-utilized. In other words, it would equally evil to tap into more Female MBE while ignoring Male MBEs with the such ignoring seems to be a preference of the majority in a number of society areas.
